“Upon all of whom the long night of barbarism will descend, unbroken even by a star of hope, unless we conquer, as conquer we must; as conquer we shall.”

그들 위에는 우리가 정복하지 않으면 희망의 별로도 물리칠 수 없는 길고 포악한 밤이 드리우고 있습니다. 그래서 우리는 정복해야 하고, 또 그렇게 해야 하는 것입니다.

연설의 배경:1940년 5월14일까지 서부戰線으로부터 들려오는 소식은 한결같이 나빴다. 독일 기갑군단은 세단에서 프랑스군의 방어선을 돌파했고 도처에서 프랑스군은 육상과 공중에서 허우적대고 있었다. 네덜란드는 5월15일 항복했고, 같은 날 처칠 영국수상은 파리로 날아가 프랑스 지도자들과 회담했다. 이는 전쟁 상황이 거의 파국에 이르렀고, 英佛 군 지도부와 정치 지도자들이 압도적인 패배를 시인하게 되었다는 것을 보여주는 증거였다. 처칠은 동맹군의 사기를 북돋기 위한 절박한 심정으로 프랑스에 전투기 10개 편대를 출동시키는 것을 승인했는데, 이로써 영국의 국내 방어력은 약화되었다. 5월19일 프랑스에 파견된 영국군은 도버해협에 면한 항구 덩커크로 후퇴할 준비를 하고 있었다. 이같은 음울한 상황에서 처칠은 수상에 취임한 이후 처음으로 영국민들을 상대로 BBC 방송연설을 하게 되었다.

【I speak to you for the first time as Prime Minister in a solemn hour for the life of our country, of our empire, of our allies, and, above all, of the cause of Freedom. A tremendous battle is raging in France and Flanders.1) The Germans, by a remarkable combination of air bombing and heavily armored tanks, have broken through the French defenses north of the Maginot Line,2) and strong columns of their armored vehicles are ravaging the open country, which for the first day or two was without defenders.】 They have penetrated deeply and spread alarm and confusion in their track. Behind them there are now appearing infantry in lorries,3) and behind them, again, the large masses are moving forward. The re-groupment of the French armies to make head against, and also to strike at, this intruding wedge has been proceeding for several days, largely assisted by the magnificent efforts of the Royal Air Force.

  저는 우리나라와 우리 대영제국, 우리 동맹국 그리고 무엇보다도 지유의 이념이 위협당하고 있는 중대한 시기에 수상으로서 첫 연설을 하게 되었습니다. 지금 프랑스와 플랜더스 지방에서는 대규모의 치열한 전투가 벌어지고 있습니다. 엄청난 공중폭격과 탱크부대를 활용한 독일군은 마지노선 북방의 프랑스군 방어선을 돌파했고, 그들의 강력한 기갑부대는 첫 하루와 이틀 동안 무방비상태였던 지역을 유린하고 있습니다.】 그들은 깊숙이 침투해서 가는 곳마다 공포와 혼란을 야기하고 있습니다. 그들 뒤에는 트럭을 탄 보병이 따라오고 있고, 그 뒤에서는 새로운 대규모 부대가 전방으로 이동하고 있습니다. 이 침공군의 선봉을 막아내고, 또 공격을 가하기 위해서 프랑스군은 지난 며칠 동안 주로 영국공군의 강력한 지원 아래 재편성 중에 있습니다.

  We must not allow ourselves to be intimidated by the presence of these armored vehicles in unexpected places behind our lines. If they are behind our front, the French are also at many points fighting actively behind theirs. Both sides are therefore in an extremely dangerous position. And if the French Army, and our own Army, are well handled, as I believe they will be; if the French retain that genius for recovery and counter-attack for which they have so long been famous; and if the British Army shows the dogged endurance and solid fighting power of which there have been so many examples in the past─then a sudden transformation of the scene might spring into being.

  우리는 우리 전선 후방의 예상하지 못했던 곳에 출현한 이 기갑부대에 겁을 먹어서는 안 됩니다. 이들이 우리 전선 후방에 침투하면, 프랑스군 역시 그들 전선 후방 여러곳에서 전투를 벌이지 않을 수 없게 됩니다. 따라서 양군은 극히 위험한 사태에 빠지는 것입니다. 우리는 이런 극도로 위험한 상태 때문에 위협을 느껴서는 안 됩니다. 그리고 만약 프랑스군과 우리 군을 잘 운영한다면, 저는 물론 그러리라고 믿습니다만, 또 프랑스군이 오래 전부터 알려진 그들의 천재적인 회복 능력과 반격 능력을 발휘한다면, 그리고 영국군이 지금까지 여러 번 보여주었던 끈질긴 인내력과 확고한 전투력을 보여준다면, 전세의 갑작스러운 전환은 실현될 것입니다.

  It would be foolish, however, to disguise the gravity of the hour. It would be still more foolish to lose heart and courage or to suppose that well-trained, well-equipped armies numbering three or four millions of men can be overcome in the space of a few weeks, or even months, by a scoop, or raid of mechanized vehicles, however formidable. We may look with confidence to the stabilization of the front in France, and to the general engagement of the masses, which will enable the qualities of the French and British soldiers to be matched squarely against those of their adversaries. 【For myself, I have invincible confidence in the French Army and its leaders. Only a very small part of that splendid Army has yet been heavily engaged; and only a very small part of France has yet been invaded. There is a good evidence to show that practically the whole of the specialized and mechanized forces of the enemy have been already thrown into the battle; and we know that very heavy losses have been inflicted upon them. No officer or man, no brigade or division, which grapples at close quarters with the enemy, wherever encountered, can fail to make a worthy contribution to the general result. The Armies must cast away the idea of resisting attack behind concrete lines or natural obstacles, and must realize that mastery can only be regained by furious and unrelenting assault. And this spirit must not only animate the High Command, but must inspire every fighting man.

  그러나 이 시기의 심각성을 위장하는 것은 우둔한 짓입니다. 더욱 우둔한 짓은 겁을 먹고 용기를 잃는 것입니다. 아무리 압도적인 전력을 가지고 있다고 할지라도, 기계화부대의 일제공격으로 잘 훈련되고 우수한 장비를 갖춘 300만 내지 400만 가량의 병력을 몇 주일 또는 몇 달 안에 패배시킬 수 있다고 생각하는 것은 더욱 우둔한 짓입니다.

자신을 가지고 프랑스 전선이 안정되기를 기대하면서, 주력 부대의 결전을 지켜봅시다. 그럴 경우 프랑스군과 영국군은 적군과 당당하게 대결할 수 있는 능력을 가지고 있습니다. 【제 개인적으로는 프랑스군과 그 지도자들을 절대적으로 신임하고 있습니다. 아직은 이 우수한 육군의 극히 일부만이 전투에 참가하고 있고, 프랑스 전역의 극히 일부만이 침략을 받았을 뿐입니다.

사실상 적은 특수기계화부대 전전력을 이미 전투에 투입했다는 사실을 뒷받침하는 증거가 있습니다. 그리고 우리는 그들이 대단히 큰 손실을 보았다는 것을 알고 있습니다. 어디서든, 적과 조우하여 근접거리에서 격전을 벌이고 있는 장교나 사병, 여단이나 사단은 예외 없이 나름대로 가치 있는 공헌을 해서 전세 호전에 이바지해야 합니다. 군은 콘크리트 방벽이나 자연적인 장애물 뒤에서 저항한다는 생각을 버려야 하며, 강력하고 가차없는 공격을 해야만 전세를 돌릴 수 있다는 사실을 알아야 합니다. 그리고 그런 정신은 군사령부의 사기뿐만 아니라, 모든 전투원에게도 고취되어야 합니다.

  In the air─often at serious odds, often at odds hitherto thought overwhelming─we have been clawing down three or four to one of our enemies; and the relative balance of the British and German Air Forces is now considerably more favorable to us than at the beginning of the battle. In cutting down the German bombers, we are fighting our own battle as well as that of France. May confidence in our ability to fight it out to the finish with the German Air Force has been strengthened by the fierce encounters which have taken place and are taking place. At the same time, our heavy bombers are striking nightly at the tap-root of German mechanized power, and have already inflicted serious damage upon the oil refineries on which the Nazi effort to dominate the world directly depends.

  우리는 항공전에서, 때로는 수적인 열세, 어떤 때는 압도적인 열세에도 불구하고, 3내지 4대 1의 비율로 적기를 격추했습니다. 그 결과 영국과 독일 공군 전력간의 상대적 균형은 전쟁 초기에 비해 우리에게 상당히 유리하게 바뀌었습니다. 우리는 독일 공군 폭격기를 격추시킴으로써 우리 자신의 전투뿐만 아니라 프랑스의 전투도 하고 있는 것입니다.

저는 지금까지 있었던, 그리고 지금도 벌어지고 있는 치열한 공중전을 보고, 우리 공군이 독일공군과 싸워 이길 수 있는 능력이 있다고 더욱 확신하게 되었습니다. 이와 함께 우리 중폭격기들은 밤마다 독일 기계화전력의 유류공급지를 폭격하고 있으며, 이미 나치의 세계지배 전략에 불가결한 요소인 정유시설에 심각한 손해를 입혔습니다.

  We must expect that as soon as stability is reached on the Western Front, the bulk of that hideous apparatus of aggression which gashed Holland into ruin and slavery in a few days will be turned upon us. I am sure I speak for all when I say we are ready to face it; to ensure it; and to retaliate against it─to any extent that the unwritten laws of war permit. There will be many men and many women in the Island4) who when the ordeal comes upon them, as come it will, will feel comfort, and even a pride, that they are sharing the perils of our lads at the Front─soldiers, sailors and airmen, God bless them─and are drawing away from them a part at least of the onslaught they have to bear. Is not this the appointed time for all to make the utmost exertions in their power? If the battle is to be won, we must provide our men with ever-increasing quantities of the weapons and ammunition they need. We must have, and have quickly, more aeroplanes,5) more tanks, more shells, more guns. there is imperious need for these vital munitions. They increase our strength against the powerfully armed enemy. They replace the wastage of the obstinate struggle; and the knowledge that wastage will speedily be replaced enables us to draw more readily upon our reserves and throw them in now that everything counts so much.

  서부전선이 정돈되면, 단 며칠 동안에 네덜란드에 침입해서 파괴하고 굴복시킨 가공할만한 침략세력의 주력이 우리 쪽으로 향하리라고 예상해야 합니다. 저는 우리가 이들에게 대적할 준비가 되어 있고, 방어할 수 있으며, 반격을 가할 수 있다고 단언합니다. 전쟁에서 허용되고 있는 모든 불문율을 사용해서라도 말입니다.

이 나라에는 시련이 닥쳐올 때, 또 실제로 그 시련이 다가올 것이지만, 전선에 나가 있는 우리들의 귀중한 육군, 해군, 공군 병사들이 겪고 있는 위험을 나누어 가질 수 있다는 점에서 위안을 느끼고, 긍지까지 가지게 될 남녀가 많이 있습니다. 그들이 감당해야 할 적의 공격을 적어도 일부는 덜어줄 수 있기 때문입니다. 지금이 바로 그들이 모든 힘을 경주해야 할 약속의 시간이 아니겠습니까? 전투에서 승리하자면, 우리는 병사들에게 그들이 필요로 하는 무기와 탄약을 점점 더 많이 공급해야 합니다. 우리는 항공기, 탱크, 포탄, 야포를 더 많이, 그리고 더 신속하게 생산해야 합니다. 전선에서는 이런 군수품을 절실하게 필요로 하고 있습니다. 이 물자는 강력하게 무장한 적에 대항해서 싸우고 있는 우리 군의 전력을 향상시킬 것입니다. 이 물자는 이 끈질긴 전투의 소모량을 보충할 것입니다. 소모품을 신속하게 보충할 수 있으면, 우리 예비전력을 더 신속하게 지금 모든 것이 부족한 전선에 투입할 수 있습니다.

  Our task is not only to win the battle─but to win the war. After this battle in France abates its force, there will come the battle for our Island─for all that Britain is, and all the Britain means. That will be the struggle. In that supreme emergency we shall not hesitate to take every step, even the most drastic, to call forth from our people the last ounce and the last inch of effort of which they are capable. The interests of property, the hours of labor, are nothing compared with the struggle of life and honor, for right and freedom, to which we have vowed ourselves.

  우리들의 과제는 전투에서 승리하는 것만이 아니라, 전쟁에서 승리하는 것입니다. 프랑스 내의 전투가 일단락되면, 우리 영국 본토로 전투가 옮겨올 것입니다. 영국의 모든 것, 그리고 영국이 의미하는 모든 것이 걸린 전투입니다. 그것은 생존을 위한 투쟁입니다. 이런 초비상 시기에 우리는 무슨 수단이라도 주저 없이 활용해야 하고, 극단적인 조처까지도 사용해서 국민들로부터 마지막 1온스, 마지막 1인치까지 가능한 모든 힘과 노력을 짜내야 합니다. 재산에 관한 이해관계나 노동시간 같은 것은 생명과 명예, 그리고 우리가 맹서한 정의와 자유를 위한 투쟁에 비하면 아무 것도 아닙니다.

  I have received from the Chiefs of the French Republic,and in particular from its indomitable Prime Minister, M. Reynaud, the most sacred pledges that whatever happens they will fight to the end, be it bitter or be it glorious. Nay,6) if we fight to the end, it can only be glorious.

  저는 프랑스공화국 지도자, 그 중에서도 특히 불패의 의지를 가진 레이노 수상으로부터 무슨 일이 있더라도, 끝까지 싸울 것이라는 가장 신성한 언약을 받았습니다. 그것이 고통이 되든, 영광이 되든 말입니다. 하지만 우리가 끝까지 싸우면 틀림없이 영광이 찾아올 것입니다.

  Having received His Majesty’s commission,7) I have formed an Administration of men and women of every Party and of almost every point of view. We have differed and quarreled in the past; but now one bond unites us all─to wage war until victory is won, and never to surrender ourselves to servitude and shame, whatever the cost and the agony may be. This is one of the most awe-striking periods in the long history of France and Britain. It is also beyond doubt the most sublime. Side by side, unaided except by their kith and kin8) in the great Dominions and by the wide empires which rest beneath their shield─side by side, the British and French peoples have advanced to rescue not only Europe but mankind from the foulest and most soul-destroying tyranny which has ever darkened and stained the pages of history. Behind them─behind us─behind the Armies and Fleets of Britain and France─gather a group of shattered States and bludgeoned races: the Czechs, the Poles, the Norwegians, the Danes, the Dutch, the Belgians─upon all of whom the long night of barbarism will descend, unbroken even by a star of hope, unless we conquer, as conquer we must; as conquer we shall.】

  Today is Trinity Sunday. Centuries ago words were written to be a call and a spur to the faithful servants of Truth and Justice: “Arm yourselves, and be ye men of valour,9) and be in readiness for the conflict; for it is better for us to perish in battle than to look upon the outrage of our nation and our altar. As the Will of God is in Heaven, even so let it be.”●

  오늘은 삼위일체축일입니다. 수세기 전, 진리와 정의의 충실한 종복을 격려하는 다음과 같은 말씀이 있었습니다.

『너희는 무장을 하고, 용사가 되어, 싸움에 대비하라. 나라와 제단이 유린당하는 것을 바라보기보다는 전투에서 죽는 것이 낫기 때문이다. 하나님의 뜻을 받을어 우리는 더욱 분발해야 합니다.』
